Yes, it is reproduceable, which is why the gpsd time service howto
recommends chronyd.

OTOH, the difference in a stable always on situation is not large.

The purpose of NTPsec is to fix the problems in NTP Classic.  ntpd
is designed to be an always on server.  chronyd is designed more for
endpoint usage.  Clearly with a lot of overlap in goals.
