Gary,

There some changes recently which stopped things from working as
expected. I have some notes (likely now out of date and possibly
incomplete) here:

I've seen the same problem and now everything restarts as expected.

That worked, David!

$ sudo ln -s /lib/systemd/system/gpsd.service /etc/systemd/system/multi-user.target.wants/

All systems are now starting as expected. Between your suggestion and my thread with Gary, I'm hopeful I'll be able to get my gpsd/ntpd configs/operation tightened up. So far, so good.
