That worked, David!

$ sudo ln -s /lib/systemd/system/gpsd.service 
/etc/systemd/system/multi-user.target.wants/

All systems are now starting as expected.  Between your suggestion and 
my thread with Gary, I'm hopeful I'll be able to get my gpsd/ntpd 
configs/operation tightened up.  So far, so good.
