From what I understand of the document I just found on Cygwin
permissions, default under DOS-based platforms is at least 444, and
possibly writable depending on filesystem read-only bit.  Mind you, I
don't know if this is 644, 664, or 666!

One would also have to address the issue of freshly-added files under
Win9x/ME.  Certainly, even if 644 is a sensible default, is that 644 or
755?  Would be dead ugly if all new files were executable on all
platforms.  I remember seeing a whole lot of green on my Cygwin 'ls
--color's.

'tla chmod' for Cygwin-on-DOS versions?  And possibly the ability to
specify a default tree pseudo-mode?  Seems to me this is the only sane
option.
