I suspected that. Is it a bug in Pmwiki or does it just not have that 
feature?

In that case, I should clarify: localization (or l10n) is 
developer-speak for translating. That's why Localization Team would 
sound narrower than you actually mean to some people. Local Community or 
Loco Team are more appropriate.
