Looking at http://www.vispa.net/broadband-migrations.php (for example), it
seems there is still some downtime - ADSLGuide.org.uk (btw, Mark, I think
they are considered the best 'comparison' site if that's what you were
looking for?) say:

"In theory migration is the easiest way of changing your ADSL service
provider, and if it works properly should result in less than a day of
downtime. The whole process from start to end will last around fourteen
working days, but is very dependant on the ISP you are leaving."

I guess it's just co-ordinated cease and resupply, rather than the customer
trying to do it :)  Easy migration would be a big selling point IMO, though -
if I knew downtime would be one day tops, I would migrate as soon as it's
available. I guess ISPs need to setup some kind of monitoring system wrt
CBUKs, but the fact that only a few advertise it seems telling to me...
