Yes, widely distributed commercial quality fonts.

For example, on my Microsoft Windows 95 system I have 197 TTF 
fonts of which 70 have these non-space characters that are blank.

I've included the list of broken fonts on my Win95 PC at the end of 
this email. The number/number is the "broken" count / total count.

Note for example "MS Gothic (msgothic.ttf) 4798/12307". This is a 
very popular Japanese font on Windows.

Yes, unbelievably it has 4798 of 12307 entries in the cmap that 
have a non-zero glyph index, are non-space characters, and where 
FreeType2 reports zero contours.

Almost half the the cmap is broken. Drawing based on the raw cmap 
could produce a page with a lot of blank characters.

I also would prefer to not use broken fonts but I would have a
hard time telling Japanese Mozilla PC users that while IE can use
MS Gothic that Mozilla cannot.
