I'm glad Jonas started this list, and I thank him.  In the past, there's
been too little collaboration on this topic.

My elinstall.el is not a package manager, it's an installer.  That is, it
doesn't try to handle package dependencies, auto-fetching, versioning,
etc.  I have no plans to ever make it into a package manager.  I believe a
package should do one thing well, and elinstall does installing well.

So I understand the topic of this list as including installers and
installation, as well as the other stages.

I would very much like to see emacs developers settle on a suite of tools
that each do one part of the package management task well.
