This has always been possible (IIRC), which version are you on? There
has been Change Prevailing Duration commands since forever ...
Currently I see under Notes/Rests->Select Duration the commands you
want. But currently choosing one duration automatically selects that as
the prevailing duration, so they aren't much used I think. (I use a MIDI
controller, which makes things different ...)

Yes, many commands apply to the selection. You want
Notes/Rests->Transpose I think.
