Well, I would follow Arch tutorial:

http://www.gnu.org/software/gnu-arch/tutorial/arch.html

Most notably, you should:

 1. create your archive and make it default:
http://www.gnu.org/software/gnu-arch/tutorial/new-archive.html#Creating_a_New_Archive

 2. register my archive (you can even mirror it on your machine):
http://www.gnu.org/software/gnu-arch/tutorial/shared-and-public-archives.html#Shared_and_Public_Archives

 3. get my first copy to work on:
http://www.gnu.org/software/gnu-arch/tutorial/retrieving-earlier-revisions.html#Retrieving_Earlier_Revisions

        % tla get demexp--development--0.3 demexp-dev-work-copy
