Hi Axel,

no need for PIP or anything:

1. download the tar.gz
2. extract
3. go to dist/pyserial or something
4. run "python setup.py install"

That's it.
My OS: Windows 7 32-bit

The good thing about the lack of *.exe is that it's independent of your 
python version.

btw: no need for pywin32 or anything.
