Random ordering of concurrent actions is not implemented yet. 

Older versions of swarm have a lot of methods that are just design
guidelines, and there was no actual implementation of those methods ... 

Only implemented methods are documented, so you can always take a look at
the documentation if you are unsure whether something is implemented.
