Well, in the current (soon to become previous?) model if the patch seems
to be reasonably well-written and does "what it says on the tin", it
looks like it will get nowhere until Shawn reads it and I have nothing
of value to help him review it.

In the model I propose, your opinion that everything seems OK will have
more value. It will require some effort (technically even a bit more
effort on average than appointing co-maintainers with equal rights). But
we have not that much patch traffic (and if we get too much patches,
Shawn may choose some of their authors as maintainers).

I'd say that changing rules to embed decision making by agreement of a
committee of trusted parties generally leads to faster work without
decline in stability; adding people with full authority sometimes leads
to disasters.
