Yes, using .htaccess in webcvs repositories is possible.
The server on www.gnu.org (and www.nongnu.org) is Apache,
and that's not likely to change anytime soon.

See ".htaccess" examples in other hosted projects, such as:
  http://www.nongnu.org/bino/  ->  http://bino3d.org
defined in:
