Ok, I'll take a look.
Here's the GPLv3-only repo: https://codeberg.org/AwesomeAdam54321/GPLv3-Only-Repo
Here's the GPLv3-or-later repo: https://codeberg.org/AwesomeAdam54321/GPLv3-or-later-Repo

Unfortunately, there doesn't seem to be any other indication of the repo's license apart from the LICENSE file.
What's even worse is that the GPLv3-only license is misleading, as it's the exact same as the GPLv3-or-later license due to an issue:

Is that ALL it does with the license?  If so, it may be failing to distinguish
betweem GPL-3-only and GPL-3-or-later.

Can you please check some additional facts?  Let's see what, if
anything, in the repo says whether it is GPL-3-or-later or GPL-3-only.

Would you like to create two new repos, one specifying GPL-3-or-later
and one specifying GPL-3-only, and find ALL the differences between
them?
