Happens every time. As a test, I tried different directories, etc. and it seems to work okay with that specific binary.
There are files added from time to time, but nothing unusual that I'm aware of. See output with -v9 option added below:

I suggest that you try the option -v9 to enable more verbose logging. Maybe that gives us a clue what rdiff-backup was doing right before the problem occured.
I would also recommend that you use the --no-hard-links option when dealing with windows file systems.
