Hi PSPP users,
I can not really advise, but AFAIK there are some ways to cite a software. A possible option is a reference to a user's guide document. The link below points to an R-statistical forum, where it was originally proposed.

A more sophisticated solution can be found in R "Zelig" package's guide:

This document prescribes "how to cite  Zelig package":

"To cite Zelig as a whole, please reference these two sources:  Kosuke Imai, Gary King, and Olivia Lau. 2007. “Zelig: Everyone’s Statistical  Software,” http://GKing.harvard.edu/zelig.
Imai, Kosuke, Gary King, and Olivia Lau. (2008). “Toward A Common Framework for Statistical Analysis and Development.” Journal of Computational  and Graphical Statistics, Vol. 17, No. 4 (December), pp. 892-913."

The first one reference is a homepage for the package, the second one is a publication (or could be conference poster as well).

I think that David mentioned in IRC that citations of webpages
weren't really looked on well in his journal.

Jason, I think that you have made some kind of conference
presentation about PSPP, right?  Maybe a poster or something like
that?  (Maybe I'm thinking of another one of my projects, I have
too many of them.)  Maybe a reference to something like that
would be better for David's purpose.

The citation for the poster is:

J. Stover. GNU PSPP: A Free Clone of SPSS. Joint Statistical
Meetings. Vancouver. 2010.

I'm not sure about the format citations of poster presentations. I can
supply more information if necessary.
