several apps have been done this way.  From the simple phpSysInfo, to more 
complex
ones with wrappers around the authentication mechinisms to make it all appear
seemless.  It actually takes very little to make an app "work" within the phpgw
framework, you can use as little or as much of the phpgwapi as you want.
