That's not quite true. Fedora and now other distributions have come to
an arrangement to have boot components signed using the Microsoft keys
which allows them to boot natively with UEFI unmodified secure boot.

There are also several other options such as placing secure boot into
custom mode or installing your own keys and using these to sign the boot
loaders you wish to use:

"Microsoft’s hardware certification requires that OEMs let users enter
their system into UEFI “custom” mode, where they can manually modify the
Secure Boot databases and the PK. The system can be put into UEFI Setup
Mode, where the user could even specify their own PK, and sign
bootloaders themselves."

The situation is somewhat different on ARM devices but for x86 PCs there
are numerous ways to get this working depending on how much effort you
want to put in and the way you want to use the machine.

detailed explanations and how-to guides.
