Usually (ie when we are not in freeze or release time), packages are
updated very quickly on cooker (often in the following days after
release..

Pan 0.13.1 wasn't packaged immediatly because I was on holiday from Oct
12 to Oct 26 and I took me more than a week to cope with emails,
packages to update and other various stuff..
