I guess it is good for experienced users. New comers will be in the dark however.
because you'll be able to stay more current with new releases without building your own, and the maintainer will be (hopefully) more familiar with octave and not apply wierd unnecessary patches to the code, and we won't have weekly bug reports sent in by people solving eigenvalue problems.
