Imho, this is more an issue of how the dependencies are installed on your
system than an issue with Octave's build rules. I'm not sure if Octave's build
rules have to be sufficiently intelligent to work with default settings in
this case.

I'm tentatively closing as invalid. But we can re-open if someone thinks that
the build rules should be working with default settings also in these
circumstances.
