Specifically, get_netsync_read_permitted,
get_netsync_anonymous_read_permitted, and get_netsync_write_permitted.

So it's by collection, effectively at connection time, I guess, since
I imagine the protocol communicates the desired collection shortly
after connection.

However, I think collections are being changed into something else, so
presumably these hooks will need to be changed a little?
