"Packages" shouldn't be trying to circumvent or override functionality that exists in the application. There is no need for "language-specific config files" or "hacky patches"; the users of Lynx need to read the documentation and configure their preferred document language themselves.
Certainly the motivation for the patch came from a problem encountered while building packages for multilingual systems. The problem was that Lynx was missing a desirable feature. The patch implements the missing feature (scratch an itch, and all that...)
The fact that two package builders independently decided to custom add the feature, just shows how much they feel the feature is important/useful.
Of course, the patch should be accepted/rejected on its own merit, regardless of its impact on packages.
