yes/no: when built with curses, 2.8.4 allows one to relax the limit on the
right margin and - for instance if there are links scattered about - the screen
will update to keep the current link on the display. But that's not horizontal
scrolling. (Left/right scrolling commands could be implemented using that as a
basis, but was not the problem that I was interested in at that point).
It doesn't work with slang (would require a lot of work, since slang doesn't
manage that sort of thing).
