yes (it's not a default, intentionally, since not everyone wants OpenSSL)

I was looking through Bugzilla today and downloaded a (presumably recent)
rpm that has ssl in it, for analysis.

Actually I wanted to see if it's based on recent-enough code, since I've
noticed more than once that some of Redhat's packages are not based on
current source, even though there are patches made to the spec file, e.g.,
cproto, diffstat, and of course ncurses.  But occasionally they fix
bugs...
