If I've got this document at <http://www.bar.foo/doc.html>:

Then I would want that last link to return to the top of the currently
displayed document, not to the "#top" anchor in <http://foo.bar/baz/>.
I'm not sure which way "internal links" handles this, but I'd hope that
links without a URL or partial URL (line "#top") would be treated this
way.
