Oh yes it is! The internal ARP cache is used in etharp_query.

But we could replace that call by a call to etharp_raw (or may a new function
etharp_gratuitous which calls etharp_raw) since this function doesn't access
any global variables, it builds an ARP packet and sends it using
netif->linkoutput. Then (as long as netif->linkoutput is thread-safe, which
it should be) it would be OK.
