I'm really mistaken. I was starting an older version of emacs with
configuration files and using Gnus 5.11 and message-mode will
correctly fill-paragraph. But in Emacs 23.2 and it turns out to be
Gnus 5.13 with my exact same configuration fill-paragraph creates tab
indented hanging paragraphs.
