That must be an Ubuntu version number.
This is what I get when I try to update.

sean@athens:~$ sudo apt install -y gpsd
Reading package lists... Done
Building dependency tree... Done
Reading state information... Done
gpsd is already the newest version (3.22-4ubuntu2).
