Are you running a mechanism similar to those described in the wiki

I think the most noteworthy functional difference from cscvs[*] is that
tla-cvs-sync makes absolutely no attempt to construct "proper
changesets" in the CVS->arch direction -- it just bundles up all changes
since the last time it was run as a single changeset.

I use the attached short script.  Provided all the CVS commits have been
made with a ChangeLog entry, each run fetches the next CVS change associated with a ChangeLog entry, and commits it to tla as a changeset. It's quick
and dirty, but if I find it useful, someone else might too :-)
