No, but perhaps the wording is slightly confusing.

tla-fork changes tree-version of the _current_ project tree to be the
new forked branch.  IOW, after making the branch, it does
`tla set-tree-version FORK'.  I think of this as `moving the current
project tree to a new branch', but maybe there's a better way put it...
