Urk.

Try to avoid one bug, you get another.  The rationale was that ids were 
being truncated when their tags crossed the 1K boundary.  Rather than 
fix it hastily, a PANIC was added, to prevent tla from silently doing 
the wrong thing.

Your fix *may* be to move the tags to the tops of the affected files. 
However, your ids may already be truncated.  If it looks like an 
add/delete, you'll want to truncate by hand, in order to match the 
truncation that was happening silently before.  You can use tla 1.2 to 
determine where the truncation was happening.
