Ok, yeah.

Well, I can see the argument for core not being junk.  The others should
be easily reproducible in almost all cases.  Anyways, what do you
suggest?  backup?

Perhaps the best way would be a fifth class, "merge-reject" or
something.  tla could refuse to commit if any of these files exist,
perhaps overridable via an option.

Or maybe we could do it with a precommit hook.  But then it would be
sort of painful to override when necessary.
