Cached revisions are a

use them as rarely as possible, with the result that anyone tracking emacs
only occasionally is going to pay the zillion-changeset price. It'd be nice
to have some way for that not to happen.

Help is on the way. In the backbuilder, import revisions are not automatically used. They're only used if there are no local revisions within 50 revisions.

I'd like to do something smarter than "50 revisions", but
1. I don't have sufficient data (no file size info until the downloads are complete)
2. 50 is a pretty good number with tla--devo--1.2 over 1MB/s DSL.

I expect that number to become tweakable or be replaced with something smarter later.
