Anyways, deviating from the thread, could you put a cron.daily script to take care of permissions for /home/*/public_html? Things would be really smooth for everyone then! Because the httpd_sys_content_t type can't be set by non-sudo users.
The problem was not caused due to Razorblade's settings, but a bug in Istanbul which causes all newly created videos to have 600 or -rw------- as the file permission instead of something like 644 -rw-r--r--.
