Thank for your report. Yes, this was the porgrammed behaviour. For some
reasons we tought that the upgrade where more important than the flag
orders. I think that since we have the warrior minimal level option, we
can try to change it. Now in the cvs there will be the following
priority system:
1) filling food buildings (inns), workers only
2) working on a flag
3) upgrading itself
4) working on buildings (included filling stone in turrets,
filling food in the swarm)
5) go to the closest warrior zones, warrior only.

please report if this new priority system involves new unwishable
behaviours, thank you.

I've noticed this only when my city(or encampment) is being attacked(probably because the rest of the time I don't care, since I'm not being attacked :-D ). But this is a major issue when half my city is being destroyed :-[ . I've double-checked the war flags to make sure there are vacancies(though there isn't much to check, this usually happens when I'm playing Castor and I haven't built up my city quick enough), and usually I haven't even started making warriors :-P .
