Emacs currently cannot display the diacriticals; we don't even have
any way to type them in the Hebrew input method.  (Would someone like
to work on adding them to leim/quail/hebrew.el?)

I think you can safely disregard the diacriticals for now.  They are
simply another group of strong RTL characters, and thus don't have any
important effect on the algorithms, unless I'm missing something.
