Are you using the urpmi source?  If not, that is the recommended way
to add pnet install capability, as you will automatically receive
updates when you update your urpmi sources and call urpmi
--auto-select (or possibly run the Mandrake Update tool).

If you do not wish to use it, you will have to be aware of some issues
with resolving dependencies with rpm in general.  In this case, the
two RPMs co-depend, and you will need to run rpm -i with both files on
the same command line.

I do not plan to remove this codependency.  Its purpose is to allow an
alternative GPL-compatible SSL backend to be easily installed, when
such is written.  For example, if a gnutls backend is added to pnetlib
(or distributed separately), a pnetlib-gnutls-ssl package will provide
pnetlib-ssl, and pnetlib-openssl will be deprecated.
