Not exactly delurking, but popping in again:  definitely, count me
in also on the API on Windows camp.  Which in many ways is quite
contrary to the "environment" goal, because you actually do *not*
want the user to have to install an environment.  The thing needs
to be able to be self-contained.

I actually ported some of my OS X product(s) to Windows using
GNUstep (but only for a project customer).  The experience was
that after actually getting GS to run at all, the port was
pretty straightforward (it needed only Foundation).

Getting it all into a self-contained package was a bit of
a challenge, but a bit of rather crude hacking did the job.
