Did you install libbladerf from the main Ubuntu repo? Or, from some other repo?
I am no expert of BladeRF, but I think the version of libbladerf shipped with Ubuntu 18.04 (which is from 2016) is a bit too old for BladeRF 2.0. If you really installed that and if that correctly recognized your BladeRF, then I am not sure what is causing
the problem. Manually building gr-osmosdr is still worth a shot.
If you installed it from some other sources (maybe from some PPA or repos that are not maintained by Canonical), then you definitely need to use a custom version of gr-osmosdr (maybe provided by them), or build that by yourself. Make sure to uninstall the currently
installed version of gr-osmosdr before proceeding. Also, it may have accidentally installed a different version of libbladerf to your system, so you have to check that, too.
