Format 2 produces links of the form "man:grep.1", but I believe you meant "format 4", which produces working links in iTerm (Terminal.app doesn't support OSC 8 yet). Both links behave as expected when they're clicked.

and see if it (1) still produces valid "man:foo(1)" links by default (it
does for me) and (2), if you select "format 2" in the man.local file as
installed, if it produces working man page hyperlinks in Terminal.app.
