make dist needs ChangeLog and INSTALL

Hello,

After cloning the latest Make commit (d365bdfdbc925, of 2021-12-19 
16:19:02 -0500; from git://git.savannah.gnu.org/make.git), and 
bootstrapping and building it, the 'make dist' command complained about 
not having 'ChangeLog' and 'INSTALL'!

I was able to fix the 'ChangeLog' problem with a 'touch'. But the 
'INSTALL' problem remained!

However, when trying 'make dist-lzip', it successfully built the 
'.tar.lz' tarball!
