Include TIFF in astconvertt

Hello,

While trying to convert a fits file with astconvertt to a TIFF file I 
ran into some warning saying

astconvertt: writing TIFF files is not yet supported, please get in 
touch with us at bug-gnuastro@gnu.org so we implement it

I was wondering if you could implement this functionality into 
astconvertt.
