Minor bugs in meta-files for miscfiles tarball

Incidentally, the README in the 1.3 tarball is for v1.2 and the NEWS
file refers to a ChangeLog which does not seem to be included in the
tarball from <http://ftp.gnu.org/gnu/miscfiles/miscfiles-1.3.tar.gz>.
