Well, the coding standards say simply
"Manuals should use the GNU Free Documentation License."
I would have real qualms about dual-licensing with
Joe Random License, but it may be that the GPL is OK.
I'll ask.

In the past, when this issue was raised, the Debian community deemed patches such as the following as sufficient to resolve the licensing qualms, and the change complied with the GNU Coding Standards:
