`quotes' versus 'quotes' in Info browser's messages

The messages given by "info" currently use the `quoting' style (e.g.
"No `Prev' or `Up' for this node within this document) with a
different character for opening from that used for closing. I propose
that 'this' style be used instead, with apostrophes for both opening
and closing. This is recommended by the GNU coding standards. ("Quote
Characters" section.) What do you think?
