I don't think the problem is so much the database format change as the RPM
format change from 3.x to 4.x. All you should have to do is install RPM
4.0.2 and db3; you shouldn't have to upgrade to RH 7.1. You also shouldn't
have to convert the RPM database format immediately, although it is
recommended.
