I, too found this happening when I first assembled Swarm and tried to get
it running.  I found that the BLT libs had wrong permissions - I had
installed them as root, but the makefile apparently does not make them
world-readable so, when I tried using them from my normal account, the
libs couldn't be found.  I changed the permissions to what they
(apparently) should be, and all's well with the world.

I wrote to Benoit concerning this, but haven't heard back.  I assume it
worked for him, as well, since I haven't heard about this being a problem
any more.
