[PATCH] rearrange code in intl sub directory

The only thing about doing this is that "common" would be the only
directory under lib, so I don't see the need for another level in the
tree.

I am going to submit another patch that creates an "api" and a "clients"
directory and moves the code for the api and clients into those
directories, similar to what we had in OpenTTS.
