This problem went away when I activated the ACL's for the group on the
users preferences. Could there be a way for an administrator to set
ACL's for users without logging into the users account? I also think
that the search engine should work even if the users have not setup the
ACL's for the group yet. I also think that there should be a global ACL
option for users within a group so that an administrator could quickly
setup the ACL's for all modules. Maybe even an option to prevent users
from changing the administrator's ACL choices.
